Mugabe survives assassination plot

Two men die in a crash involving the President's motorcade, in what security forces believe was an attempted assassination

President Robert Mugabe's motorcade - notorious for its strict security procedures and high-speed travel - came to a sudden halt in Harare today when a mystery vehicle evaded outriders and guards before smashing into a security vehicle. Both drivers died at the scene.

The incident happened on Harare's Seventh Street, only a few hundred metres from the official residence of the Zimbabwean President. Mugabe was unhurt, and continued his journey to the airport, where he left for a diplomatic visit to Mozambique.

Officers of the Central Intelligence Organisation (CIO) and the Presidential Guards, Mugabe's personal security men, remained at the scene and cordoned off the area. Tipped off by a CIO source, I arrived minutes later, and was able to see the two body bags and the damaged vehicles.

My source told me that many CIO operatives are convinced that this was a deliberate attempt to kill Mugabe by crashing his vehicle - a method of assassination not unknown in Southern Africa.

He pointed out: "No motorist in his right mind would get mixed up with the Mugabe motorcade. It has happened in the past, and each time the driver was caught and beaten up by our guys. In any case, a squad of four motorcycle outriders lead the way, each driving a distance of 30 to 45 seconds apart. You might miss one, but not all of them. To say nothing of the wailing sirens. Then there are three security vehicles before you get to Mugabe himself."

The rogue vehicle - a Mazda 323 - evaded all the riders and the first guard car, before smashing into the second. The identity of the dead driver is being kept a strict secret.

There is also a black-out on any news here about the incident. When I called the Minister of Information, Sikhanyiso Ndlovu, he disconnected without a comment. Deputy Information Minister Bright Matonga just said: "I don't know anything about that," before ringing off.

Remarkably, in a country where road wrecks can lie around on the sides of the road for weeks, all evidence that the crash had occurred was removed from the scene within one hour.

Keep a watch out mugabe, this is only the beginning. You can sit in your ivory, air-conditioned tower with its' one light bulb, at the end of the dirt road behind the first mud puddle on the left, but you can't hide forever. We'll get you buddy. (the forces of good are looking for a way and itching to get it on!!!) You are evil and the world will be a better place when one of its poor, downtrodden miserable sods blows your dumbass to kingdom come AND 'm looking for the line that forms so I can contribute to what I'm sure is a growing pile of money for the sole purpose of.... BY ITAI DZAMARA, HARARE - The political battle between Robert Mugabe and the Mujuru faction has intensified over the past few months as the Zanu (PF) December special congress looms. Investigations have revealed vicious rivalry, involving the use of sabotage and dangerous elimination methods.

Retired army general Solomon Mujuru heads the faction championing his wife Joice, as successor to Mugabe as the leader of the ruling party, subsequently earning the right to contest next year’s presidential elections. The Mujuru faction comprises other senior Zanu (PF) officials such as Governor of Mashonaland East Ray Kaukonde, David Butau, Joel Biggie Matiza, David Parirenyatwa, Kenneth Musanhu and David Karimanzira.

Sources privy to the goings-on within the ruling party revealed to The Zimbabwean recently that programmes targeted at weakening and inflicting damage on the Mujuru faction have been implemented at the behest of Mugabe, mainly using the security forces to manage power dynamics.

It has emerged that members of the Mujuru faction were the major victims within the Zanu (PF) system of the controversial programme by government to enforce price reductions in the manufacturing, wholesale and retail sectors.

Sources involved have also revealed that Mugabe tried to get at the Mujurus through the foiled coup plot of June this year.

“The Mujuru faction has been in the forefront of resisting Mugabe’s plans aimed at safeguarding his power. Remember the 2010 project he wanted to push, as well as the attempt at having him prematurely endorsed as the party candidate for next year’s presidential elections,” a Zanu (PF) official said. “This faction has declared itself a sworn enemy of Mugabe and a threat to his power games. Hence the aged leader has launched an offensive against the faction in rather a brutal manner.”

The security forces, particularly the police in this case, have also been used to target the operations of the Mujurus and their followers in the crackdown on illegal minerals mining and marketing.

“The plan has been to paralyse the Mujuru faction through hitting at its strengths, and the primary target has been crippling its income-generating base,” a source said.
A senior Zimbabwe Republic Police (ZRP) official confirmed the use of the police to destroy the Mujuru faction. “There were clear and specific directives from the top echelons of government to target the gold and diamond operations of the Mujuru faction, with information being provided from the president’s office. The same was done during the price control operation. Teams were set out specifically to deal with businesses owned by the Mujurus and other politicians in their camp.”

This paper has established that businesses owned by Kaukonde and Butau were targeted during the crackdown on prices, leading to the arrest of their managers. There were also failed attempts at opposing the operation to enforce price reductions by the Mujuru faction. Kaukonde operates a bus company and a chain of supermarkets in addition to having shares in a number of blue chip companies. Butau has operations in the cotton marketing industry.

One of the members of the Mujuru faction, speaking on condition of anonymity, told The Zimbabwean: “There has been a deliberate plan to sabotage our business operations while another process was pursued at the same time aimed at killing us politically, which included a media black-out or negative coverage. All this has been spearheaded by Mugabe. Daggers are drawn and we believe the party (Zanu) has to allow the will of the people to prevail regarding election of leaders to represent it in vital elections such as the presidential polls next year. Indeed, we are going to fight all the way for our candidate, whom we believe has the capacity to correct things in the country.”

Sources also told us that Solomon Mujuru was put under house arrest after the coup plan in June and Mugabe tried through his security handlers to pin him down. “There was a plan to have the whole coup saga end up implicating Mujuru as the architect and it would come out saying he wanted to pave the way for his wife thereby destroying her politically,” a source said.

The state-controlled media has reportedly been issued with directives by Mugabe’s spokesman George Charamba not to cover Joice Mujuru or members of her faction, while increasing a positive bias towards Mugabe.

A journalist at one of the country’s daily newspapers said the directive had specifically stated that Mugabe had to enjoy unwavering front page or top story coverage, but a black-out had to be imposed on the Mujuru faction.
“This is aimed at pulling us down through the media ahead of the special congress so that members of the party are opinionated in a manner that will see them back Mugabe’s candidature,” a member of the Mujuru faction said. “This is being done parallel to the campaign by war veterans, youths and women’s groups in the party being sponsored to campaign for Mugabe’s endorsement and threaten others, particularly those from the Mujuru faction.”

It has also emerged that Mugabe is scheming to elbow out the majority of the Mujuru faction members through a primary election process to choose those that will represent the party in next year’s parliamentary elections. “Mugabe is using the war veterans, youths and women to destroy their chances before the primary process,” a source said.

GABORONE - Why do African leaders tip-toe around the rogue Zimbabwean president?

It cannot be the nonsense that President Robert Mugabe is viewed as a hero and so they revere him even when he kills the same people he supposedly 'liberated.'

Heroism is bestowed on dead people after taking into consideration the sum output of their efforts, behaviour and unselfish, daring servitude to the people or the nation.

Otherwise 'living heroes' have to constantly renew their status until they die.

Nelson Mandela, the world's most revered statesman, is considered a hero on all fronts and there is little dispute about that. But to maintain that 'living hero' status, Mandela has to be careful.

It only takes one small mistake for his hero status to evaporate. Is Mugabe a hero just because he is perceived to have liberated Zimbabwe?

If so, then, does that hero status still stand in light of what has and continues to happen under his stewardship?

Thousands are believed and known to have died at his hands in the Midlands and Matabeleland provinces in what he, himself, termed 'a moment of madness'.

There are politically motivated killings blamed on his supporters and he does not chide them.

Apparently, all these negatives, abuse, mismanagement of the nation's finances and the economy do not take anything away from a hero.

Mugabe remains a hero for failing to maintain, just to maintain, what our nation inherited from the white government.

He remains a hero after destroying the nation's agricultural base and presiding over starving people that he refuses to give food because they are suspected of not supporting his political party.

He remains a hero whose vanity demands that in every city, town and township be a street named after him.

He remains a hero to African presidents when he sends millions of his people into neighbouring countries to look for food. Just how do African presidents define 'hero'?

If Mugabe is a hero by any measure, then Africa, not just Zimbabwe, is doomed. But that shows us that Africa has never been able to elect the right people into office.

Will we ever get an African president who can distinguish himself or herself apart from the 'presidential' garbage we have seen on the African continent since the 1950s up to today? Not likely.

Africa appears to have not even one president with principles anchored in conviction, reality and belief. Africa's so-called presidents are chancers who entered politics, not to serve, but to be served and to accumulate wealth.

They behave like sheep swayed by a shepherd dog. And, indeed, it appears to me those collies have a far better sense of direction than SADC leaders.

Unlike African presidents, those mutts not only know where they should go but also know the right thing to do with what's entrusted to them. SADC, like the rest of Africa, urgently needs meaningful leadership.

Africa does not deserve the leadership it has. Let us start with Joachim Chissano, the former Mozambican president. It appears to me that Chissano is a bored man.

I am almost certain that he did not buy a pig farm while he was president. Because of boredom, he is spouting embarrassing garbage about Zimbabwe and, in particular, Robert Mugabe.

Chissano, like the now widely discredited Levy Mwanawasa, urges that Mugabe be invited to the Portugal summit 'to engage him in an exchange of views', something he failed to do with Mugabe while he was president.

Only last year Mugabe refused Chissano to be a mediator in the Zimbabwean crisis. During his presidency, Chissano softly but conspicuously turned away from Mugabe after discovering that Mugabe was an unreasonable dictator, immune to any constructive suggestions.

Chissano, unlike Samora Machel, went on to concentrate on rebuilding his nation and he did a splendid job without being unnecessarily weighed down by Mugabe.

Mozambique's revival must be credited to Chissano after the disastrous start Machel reigned on the country. But today, Chissano spouts falsehoods about engaging Mugabe in debate, thereby retarding efforts to reign in the notorious Zimbabwean leader.

Mozambique is on an economic rise and keeping Mugabe in power gives Mozambique access to markets that would otherwise be filled by Zimbabwe.

Sometime this year, Zambia's Levy Mwanawasa broke with the old tired and self-defeating chorus from unthinking African presidents.

He likened Zimbabwe to the legendary Titanic and raised hopes that African leaders were, at last, ready to confront Mugabe.

Within a few days of that statement, Mwanawasa had dispatched a high ranking envoy to mend fences with Mugabe.

Mwanawasa wanted the Zimbabwean issue debated at the Lusaka SADC meeting, Mugabe did not. Mugabe, unschooled in verbal decency, berated Mwanawasa in a closed-door plenary session.

"Mwanawasa, who do you think you are?" Mugabe is reported to have growled angrily at the hapless Zambian who immediately retreated into a cowardly posture, telling Mugabe that he had misunderstood his intentions.

As suddenly as the strike of a match, Mwanawasa's confidence deserted him. Since that day, he has been behaving in an embarrassing manner.

Suddenly, Mwanawasa said the Zimbabwean situation was being exaggerated and told the world that he would not attend the Portugal summit if Mugabe were excluded.

He is now Mugabe's tea-boy, fetching the political sticks where ever Mugabe chooses to throw them. What a shame, a president, a lawyer and no principles at all.

Addressing American students at an Arkansas university, Mwanawasa said all the problems the opposition parties face in Zimbabwe were self inflicted.

"Seizures of land from white commercial farmers in Zimbabwe were a bit harsh," he said. "But opposition forces brought the push by Mugabe upon themselves."

Don't ask me; I have no idea what he meant. Mwanawasa said western powers must be willing to talk to Mugabe.

"Dialogue is the most important thingtalk to him; give him your message and you will find you will be getting better results."

This is from a SADC chairman. He, along with his organization, failed to speak to Mugabe and now invites foreigners to engage Mugabe in talks. No wonder he won the presidency with only 29 percent of the Zambian vote!

And Mwanawasa added another untruth, claiming that the issue in Zimbabwe is over land. It is not and never was. And Mwanawasa knows it.

Several months ago, Ghana's John Kuffour raised the hopes of Zimbabweans when he stood with Thabo Mbeki outside the presidential offices in South Africa and pointed out that Mugabe was a problem not to be tolerated.

It now does not appear as if Kuffour remembers that anymore because his 'African Union', like the cowards in SADC, said they would not attend a summit in Portugal if Mugabe is excluded.

This really is pathetic; African leaders sacrifice their national economies, potential assistance and possible opening of trade markets for the continued survival of one of the world's most notorious dictators.

Then there is Mbeki!

And where are Wade and Kibaki? Early on, they made noises about the Zimbabwean tragedy and both seem to have forgotten about it.

Early this week, Wade said he was going to Zimbabwe in two weeks' time to talk to Mugabe because, he said, it should not be left to Mbeki alone. I wish him the best!

Mugabe's irrelevant recent speech at the UN was more than embarrassing to himself. He tried to give the world an incorrect recital of history. He spoke, not of Africa's or Zimbabwe's problems, but of his own desire to survive.

It showed us the helplessness of rage. It was like attending his own funeral. Unfortunately for Mugabe, he can never make himself look better by reciting someone else's shortcomings.

African leaders are an intolerable embarrassment. And I badly want to remind them that honesty goes deeper than facts. Honesty is rooted in the soul rather than the world.

Africa needs honest leaders and none of what we have now.

Makoni says Zanu-PF leaders lazy, greedy, corrupt, selfish

HEADLANDS, October 2, 2007 - Simba Makoni, the former minister of Finance and Economic Development, has described leaders within the ranks of the ruling party as dictators and selfish individuals bent on serving their own interests instead of those of the people of Zimbabwe at large.
He described government's land reform programme whose centerpiece was the violent seizure of white-owned commercial farms in 2000 as a complete failure.
Makoni, who is a member of both the Central Committee and Politburo in Zanu PF recently shocked Zanu-PF leaders in Manicaland Province and traditional leaders when he castigated the haphazard manner in which the land reform programme was conducted.
Makoni was invited to speak on behalf of Didymus Mutasa, the minister of Lands, Land Reform and Resettlement and State Security, but requested to represent himself at a function organised recently by the governor of Manicaland, Tinaye Chigudu.
The function was held at Chigudu's farm in Makoni District.
Mutasa did not make it to the function, which was attended by senior ruling party officials and traditional chief in the province because he was attending a funeral.
Before launching the blistering attack on the ruling party leadership and government, Makoni requested that he be allowed to speak in his own capacity rather than on behalf of Mutasa. Permission was granted.
"I am standing in front of you today as your guest of honour in my capacity as the only politburo member present," Makoni said, "as minister Mutasa could not make it here today. What I am about to say here is not what he would have said. These are my own words which must not be linked to him in any way.
He said the land reform programme was a big flop as it had brought unnecessary suffering among the people.
"Why is it that after the country embarked on the land reform programme there has been starvation in the country? Let us not blame it on droughts but on our own greedy leadership."
"It is shameful for a country such as Zimbabwe to beg for food from countries like Malawi yet this is now happening."
Makoni said the political leadership in Zimbabwe wanted things to come their way on a silver plate. He said it was wrong for people to just grab farms and occupy farmhouses that they never built.
Makoni said such infrastructure did not just come from heaven like manna. Some people would have worked tirelessly to build such houses. But other Zimbabweans only wanted to get such huge investments for free. This met with a deafening silence.
He was addressing requests submitted to Chigudu by the chiefs that they also be allocated farms with mansions such as the one now owned by the Governor.
Makoni told the chiefs to work hard and build their own mansions at their own homesteads.
"If the government allocates you such mansions outside your jurisdictions, how then are you going to administer your areas," said Makoni.
He then lambasted the Zanu-PF leadership describing them as dictators and selfish individuals who only think about themselves first before they consider the welfare of others.
Makoni said good leaders were those who visited the people regularly and not only when elections were around the corner. He said good leaders consult the people and ask them what they want from the government and not the other way round.
"It shows that there is a problem when you see the people going to their leaders with their grievances," Makoni said. "Our problem in Zimbabwe is that our leaders take their people for granted. They think that they know their problems and prescribe their own solutions.
"Good leaders are expected to ask from the people what they want the government to do for them. The government should not tell the people what to do without consulting them as is happening in our country today. That is dictatorship."
He described the Zanu-PF leadership as lazy, greedy and corrupt.
On the issue of corruption in the country, Makoni said he did not blame it on ordinary citizens, saying it was being fuelled by the leadership. Makoni said it was very difficult for a father to stop his child from doing bad things when the child was only copying what the father was doing.
"In short they say a fish rots from the head," he said.
During his hard hitting speech those in attendance maintained a fearful silence unlike when previous speakers took turns to shower praises on Mugabe and the land reform programme.
After giving his speech Makoni said he was happy Mutasa had failed to make it to the function as this had given him an opportunity to speak out on what he thought were problems affecting the country.
"I am happy for Minister Mutasa's failure to grace this important occasion with his presence because it gave me a rare opportunity to say what I feel about my country," he said.}

Deportations: pay-back time for Zanu PF chefs!!

WHAT is all this fuss about Zanu PF chefs’ children being deported from Australia? Australia is probably the only country in the world that is prepared to expose Zanu PF for what it really is — a bunch of braggadocios playing a game of brinkmanship with the rest of the world in the hope that they can get away with everything.

You only have to listen to the tone of false bravado from the George Charambas, Sikhanyiso Ndlovus and even the President himself. Recently we were told that Malaysia had cheaper and better facilities than Australia; so why so much fuss?

For more than seven years Australians have been called all sorts of names by President Robert Mugabe and his ministers — typical of the emotional verbiage that has ruined this country, no forethought is given to the consequences intended or otherwise of such utterances. How do utterances of this nature sway public opinion in Australia?

There is a deeply flawed belief within Zanu PF that they can be as abusive as they want without getting any reprisals — as if the world owes us anything!

Now Morgan Tsvangirai is the target of their venom. How has he become as powerful as to sway the Australian government’s opinion when he is supposed to be such a useless bankrupt politician?

It has not dawned on the emotionally unintelligent politicians in Zanu PF that unlike in Zimbabwe where public opinion counts for absolutely nothing to the government, democratically elected governments such as that of Prime Minister John Howard listen very carefully to public opinion and I can assure you the majority of Australians today will applaud the actions of their government in deporting these children. Their presence there represented a serious affront to their sensibilities.

It’s the greatest source of irony that one of the most vindictive and vexatious regimes in the world is failing to accept a reaction to its own malicious and ruinous policies. The isolation of this country will only get worse with all the consequences because a certain group of people has decided to "die with our President". Talk of disaster!

A campaign started by ZimDaily under the FAIR DEAL banner has now claimed its first victims as Australia kicked out yesterday its first batch of Zanu-PF elite children benefiting from the evil regime .

ZimDaily understands that the young deportees were met at Johannesburg International Airport by a visibly infuriated Police Commissioner Augustine Chihuri and Rural Affairs Minister Emmerson Mnangagwa. Chihuri's son Sylvester and Mnangangwa's son Emmerson were among those deported, the sources said.

Government sources in Harare said the move sent shock waves through government and ruling party circles where there is fear that other Western countries such as the

Britain

Canada

may take their cue from

Australia

and deport the dependents of top government and ruling ZANU-PF officials.

Australian Foreign Minister Alexander Downer said last month that the suspension of student visas, an extension of existing sanctions against

, was provoked by President Mugabe's disregard of democratic principles and human rights.

Australian Prime Minister John Howard called Mr. Mugabe an "undemocratic bully" while briefing the media on talks with opposition leader Morgan Tsvangirai.

We cannot have a law for a few Zanu-PF zealots and another for everyone. They must lead by example. In any case what is wrong with Zimbabwean Universities? we have opened new state-of-the art Universities in Gweru, Masvingo, and Lupane. Each of the ten or so provinces in Zimbabwe has at least one University? Munamato added.

We did what we could as a portal to contribute to the Zimbabwe Struggle and the struggle continues. One must realize the infinite power of the media and should never undermine or weary the patience of the angry millions.

Munamato also told ZimDaily that they are still lobbying

Let not be hypocrites

I will celebrate the deportation of the children of Zanu PF officials for one reason. We are suffering because of their fathers who do not believe in our education system so much that they have to send their children to far off lands to get an education, while we send our sons and daughters to the decaying universities. But what I will not celebrate is Tsvangirai's role in this. His own children are in Australia. He has campaigned actively for sanctions and yet he does not believe in having his children braving it out like the rest of us and our brothers and sisters here. Face it brothers and sisters, Tsvangson is no different from Bob Mugabe, they are birds of a feather. A true revolutionaty would say no to kids of the regime learning outside, but as an exemplary leader he would follow up on this and say "My kids will not learn in the Diaspora" because of this. We are supposed to be the ones whose children suffer while leaders of opposition and ruling parties (Tsvangson and Mugabe) learn outside the country and yet they are they ones who between them have caused (Mugabe has caused) and worsened (Tsvangson has worsened) the crisis ? It just proves that we are yet to have a leader who truly cares for our welfare. Ngatisa sekera mapenzi achititambudza. Lets grow up and see beyond ordinary politics as these fools (Mugabe and Tsvangson) would like us to see. Let us see what will truly solve our problem. Having those children come home will definitely not solve anything, apart from having the kids transfer their credits to another university. And Tsvangson's kids will continue to enjoy the benefits Australia has to offer, while our kids are being turned away from next door SA and Botswana. Handifari mhani ini! When i see this I know that Mugabe will win. Why? Because Tsvangson believes running to the Australian government will solve our problems. But even a mosquito will realise that it changes nothing and that if we are careless enough to let benzi iri (Tsvangson) do this, Mugabe will win the elections. Face it Zimbabweans, Tsvangson has the popular appeal, is brave and has been a moderately capable opposition leader, but the time has come for MDC to decide on a capable leader who has what Tsvangson doesnt have - intellect. It is heartening to note that the Australians stand firm in support of the efforts of all disadvantaged Zimbabwens. Let me start by categorically stating that I DO NOT think Australian universities are better than Zimbabwean ones. Yes Rombe I have a problem with all this happening. One of the tenets of good leadership is that it is not enough to be FOR the people, but you MUST be OF the people. MDC and Morgan are already leaving a life far removed from that of the people, all they seam to be is "for" the people. You say the Morgans kids are on an australian government scholarship-were they awarded on merit?-I think not-why not?---surely what consideration(as in contract law) is Morgan offering for all this???--what is he promising these people?? People lets be very very careful about this individual. These people have never been known to do anything for nothing - we all know that....back to the deported kids.YES, I think its wrong and dangerous and I will not celebrate. That's as it should be, leaders are to be exemplary. If patronizing western/European policies/relations/ideologies is not good for Africans, it is even worse for African leaders. Entry Requirements

In most case people who go to overseas universities are those who would have failed to make the grade for UZ, NUST, etc. I am not being rude but its true in MOST cases. This is typical of chefs children. Most of them are not very intelligent when it comes to education. Their only bet was to go to countries like Aussie where your results really do not matter if you are an international student because all they need is your money. I might have offended some people here but this is the truth.

Admittedly there are Ivy league unis that only take the cream but most will take any pass at A-level pass. What you are implying is incorrect becaue even people with 10 or 11 points failed to get into Zim unis because there were insufficient places for all A level students, these were otherwise very good passes. It's the system at home that was/is wrong that has you mistakenly believe that to be intelligent you have to be a straight A student.

Dr Gono at one point had more than 10000 dollars stolen from him by his maids but he never realised had not for a relative who was his driver who wrote any anonymus letter to the police he might never have found out. Those maids bought assets that i know of, some of them were taken. The issue was dealt with by a detective by the name Corn at Borrowdale police station around 2001. Imagine someone loosing 10000 dollars(US) and never feeling it, that person is a must have stolen that money as well. As much as I support the move by zimdaily to have had these kids deported, I am disappointed that Morgan had a role in this, if he had. Hey, I fully agree with. I was born and raised in Zimbabwe and my Grandparents of were of Malawian origins. They worked hard on the farms and were treated well by thier WHITE employers. I am now an Australian Citizen and have never experienced any racism in Australia. I have travelled both to all the States including the Nothern Territory eve to Tassie where there is a rumor of the people down there not wanting Aborigines. These people don't have their facts together especially BONAFIDE. I think he is just a Zanu Pf thug probably a dirty CIO who has nothing else better to do than to write on this forum. They do know that here the welfare system looks after everyone irregarless of them beibg a LIBERAL, LABOUR, GREENS, FAMILY FIRST or otherwise. There is something that is bothering me though, and when I try to go to sleep I keep getting this vision. The face of MATIBILI. Mai hwe. I looked at the distance between his upper lip and his nose- at least 10 cm. His lips- just a thin line. I have been forced to believe that this is an Alien of some sort. I cant call his face ugly- just disturbing, and not for children viewing. Ugly would be better in my opinion.

UNITED WE STAND

A small battle won which should spur Zimbabweans on to win the war. The cyber pen is indeed mightier than the sword. I think though that we are losing the plot. Instead of engaging Zanu Pf apologists in slanging matches (webmaster make it a requirement that participants post a recent photo of themselves with their correspondence, that way we can identify these people on the street and re-educate them) we should use this forum to plan the next move. Why not debate other means of taking the battle to the enemy, e.g. how about planning ways for participants to petition their MP's etc. for action on the current issue, the removal of those enjoying stolen fruits. Why not make it clearer for those of us not in the know, which kids are still abroad, and how we can push for their removal.

Mugabe struggles to hold on to power!!!

The much-publicised endorsement in March of Mugabe as the Zanu-PF party's Presidential candidate for next year's elections never happened. Newly leaked minutes of the critical party meeting indicate that no endorsement was made - and observers believe that whoever is the next President of Zimbabwe it will not be Robert Mugabe.

The minutes of the meeting, held between 1pm and 4.35pm on March 30, at Zanu-PF headquarters in Harare, have been leaked by one of the two major factions struggling for power within the party.

This faction is led by retired army supremo Solomon Mujuru, whose wife, Joyce, is one of Zimbabwe's two vice-presidents.

Opposing the Mujuru faction is one headed by Emmerson Mnangagwa and Patrick Chinamasa, who, together with Mugabe, let it be generally thought that Mugabe had been endorsed as the Zanu-PF candidate for the joint presidential and parliamentary elections to be held next year. I recorded that as a fact in my column on March 31.
In fact, as the leaked minutes now prove, no such decision was taken, The Mugabe faction tried to push it through at the meeting, but met stiffer opposition than they expected, especially from the powerful Youth League.

Observers believe that the Mnangagwa faction's plan was to enable the president, after being nominated and even elected, to then retire gracefully and - more important - safely, putting Emmerson Mnangagwa in his place as the new president.
But the Mujuru faction are having none of it. They point out that Mnangagwa is a highly unsuitable candidate for President. He isknown to have been heavily involved in the infamous Gukurahundi massacres, when 25,000 Ndebeles were killed. And he is hated by many in the party for his corrupt and brutal methods.

Mujuru himself, a formidable character who can boast the support of the army, is not personally interested in the presidency.

At one time it was thought that he would support his wife Joyce (right) in a bid for the top office. But it now appears that Simba Makoni, a former finance minister, is his choice. Makoni is a man with relatively clean hands - plus he is good-looking, charismatic, and highly popular within the party.

To win the struggle without an actual bloodbath, Mujuru needs to persuade Mugabe to abandon Mnangagwa, and accept the Mujuru choice of successor. To do this, Mujuru is working on a retirement plan for Mugabe which will leave him personally secure and immune from any prosecution. The stumbling block will be a matter of location. Mugabe wants to remain in Zimbabwe in retirement. Mujuru would like him out of the country. A compromise has to be reached.

With all this in mind, it is possible now to predict the future scenario for the Zimbabwe government:

* Presidential and Parliamentary elections will be delayed until 2010.

* President Mugabe will resign sooner rather than later, possibly as early as this autumn.
* The new leader of Zanu-PF, and de facto President of Zimbabwe, will be Simba Makoni, backed by the brooding Solomon Mujuru.

An account of how ZANU PF rigged the Parliamentary Elections

Sokwanele Special Report: 5 April 2005

On Thursday last (March 31) a theft of breath-taking proportions took place in Zimbabwe. Stolen from the citizens of this land was their constitutional right to elect their own representatives to Parliament. So great was the scale of the national heist that effectively it took from the people the government of their choice and foisted upon them a government they did not want and had not voted for.
The Mugabe regime had been planning to rig the elections from the moment the date was announced indeed from long before that, for this regime knows well enough it would be trounced by the Movement for Democratic Change (MDC) opposition party in any free and fair contest. So the preparations to rig the poll had to begin early. Without the months of careful preparation and total manipulation of the electoral process ZANU-PF knew it would face extinction in the poll.

But the purpose of this short piece is not to describe the months of cynical scheming, including the manipulation of the entire food delivery system and the cunning re-writing of the country's electoral laws, effectively to put Mugabe appointees in command, with the military to control it. That story has been told elsewhere (see our own "SADC Checklist" which reviewed the electoral and security legislation, and our weekly feature "Mauritius Watch" which chronicled events on the ground). Nor is it our purpose here to review the widespread and systematic abuses of the SADC election guidelines which occurred on the day of voting - such as the use of a supposedly indelible ink to mark the fingers of those who had voted, which it transpired could be easily removed by the application of a mild detergent. These abuses will no doubt be documented by others before too long.

No, our purpose here is to take our readers through the events of the evening and night following the poll, specifically between 7.00 pm when voting ended and 11.00 pm, for it was during these few hours that ZANU-PF's central rigging strategy was carried out. The plot was so cunning and audacious that the likes of John le Carre and P.D. James would have been proud to have written the script themselves.

It went something like this.

At 7.00 p.m. the polls closed and the presiding officers of each polling station were required to advise the total numbers of people who voted and of would-be voters turned away. A simple matter, and this information was conveyed by radio or telephone to the constituency office. By 7.30 p.m. most presiding officers around the country were ready and waiting to begin the count.

Then comes a mysterious intervention which interrupted the process. All presiding officers were instructed in very clear terms that they should not begin the count. They were to await specific authorisation from their superiors within the Zimbabwe Electoral Commission (ZEC) before proceeding with the count. Here was a clear signal that some skulduggery was being planned, though exactly what it was difficult for those outside the ZANU PF mafia to see immediately. Presiding officers in the majority of polling stations across the country, and those waiting with them to confirm the count, had to cool their heels awaiting further instructions. In some cases that further instruction from the command centre only came many hours later in at least one instance as late as 2.00 am the following morning. The presiding officers became very impatient at the delays which incidentally were in breach of the Electoral law. Remember, most of them had been on duty from 3.00 a.m. on the Thursday morning. Altogether they were not a happy lot. Whilst some were hand-picked by the regime from the military and the civil service for their known loyalty to and compliance with ZANU-PF, many of them it seems were not in on the full plot. Why the interminable delay?

The Mugabe regime had a very good reason for delaying the count in most stations. During this time they were conducting a sample survey of the voting patterns from a few selected polling stations. In these stations the count went ahead early (starting at 7.30 p.m.) and immediately the results were known they were conveyed by the presiding officers concerned to the constituency offices. Constituency offices manned by loyal ZANU PF cadres thereby afforded themselves a golden opportunity to consider voting trends and respond. Where the sample results indicated a deficiency of ZANU PF votes which, it transpired, was the case in the great majority of constituencies, the matter could be easily remedied. A simple calculation would indicate how many additional ballots were required for the losing ZANU-PF candidate. From that a decision how many additional ballots to be cast in each polling station, and the appropriate instructions were soon on their way to the compliant presiding officers one phone call or radio message sufficient.

To understand how ZANU-PF could get away with this fraud one must appreciate how much of a disadvantage MDC election agents were at. At every polling station they were in a tiny minority compared to the police, the army, the presiding officer and his minions all of whom were batting for the ruling party. Added to which their means of communication from the polling stations was poor at best and, as we shall see later, there were times when they were effectively cut off from the outside world altogether. The problems were grave enough for the MDC agents in urban constituencies: one can imagine how many times over the problems were compounded in remote rural areas.

Reports from around the country indicate that time and again the opposition representatives were hassled, restricted and frequently shut out of the polling stations altogether for significant periods of time. Quite enough time for the ZANU-PF team to take instructions from central command, write out additional ballots and slip them into the box. And at no time was the exclusion of MDC election agents from the polling stations more rigorously enforced than when the early "sample surveys" were being done. Some candidates themselves were excluded from participating in the count!

By 8.30 p.m. or thereabouts the sample survey had been completed and one can imagine the alarm bells it set ringing for ZANU-PF! The MDC was set for a comprehensive victory. ZANU-PF was not slow to respond. They had the figures and knew roughly how many additional ballots were required to turn each defeat into victory for their candidates except in those urban constituencies in which the MDC had such a massive lead and ability to prevent ballot stuffing that it would have been impossible to stage a ZANU-PF win without stretching credibility well beyond breaking point.

If one asks where the additional ZANU-PF ballots appeared from the answer is quite simple. Presiding officers had access to spare ballot papers. The voters' roll has over a million "ghost" voters on it so there were plenty of names left that could be crossed off. A ballot could be completed, a "ghost" name struck off the register, and when the MDC polling agent was either looking the other way or physically removed from the station, a whole bunch of ZANU-PF ballots dropped in the box.

The national heist was proceeding smoothly and according to plan. There were, it is true, a number of irate MDC polling agents, and complaints of irregularities were sure to follow but these could be dealt with in the partisan electoral courts in due course. All but the most conscientious foreign election observers were already tucked up in bed in their comfortable hotel bedrooms. It seemed that ZANU-PF could not lose - literally. Except for one unforeseen glitch, which, unfortunately for them, gave the whole game away.

On state television and radio the not-very-bright agents of the Electoral Commission had started to read out the initial results coming in from the constituencies. For each constituency the number of votes cast and the number turned away, was announced. Not yet the final tally for the parties, but just the total of votes cast. At one point the senior ZEC representative said that the results given represented the position at 7.30 p.m. that is 30 minutes after the close of the polls. He got as far as reading out the results for 72 of the 120 constituencies when, inexplicably, he stopped almost in mid sentence. No further results were ever again announced of votes cast.

It is known that a message was relayed nationally over police radio ordering the announcement of the voting figures be stopped, immediately.

Someone in ZEC / ZANU-PF had realized the fatal damage they were doing to their own elaborate plan to rig the vote. They had already given out too much information. All the MDC had to do for those 72 constituencies for which the total number of votes had been announced was a very simple calculation to arrive at the truth.

The compromised counting procedures continued across the country once the presiding officers were authorised to proceed. In most cases the count did not take long, because on average there were only a few hundred ballots to count at each polling station. The results were conveyed by radio or phone to constituency offices, and thence to the National Logistics Committee in Harare for a final number crunch by Robert Mugabe's closest allies and partners in crime, headed by Tobias Mudede, the infamous Registrar-General of Voters who had already delivered two stolen elections to his master.

Meanwhile back in the polling stations the presiding officers held hostage all the MDC representatives present, to ensure that they did not interrupt the smooth flow of the ZANU PF master-plan. In very many instances (precise figures will no doubt follow) MDC agents were locked up after the count for several hours, and they were banned from using cell phones and all other means of communication. Unlawful imprisonment to add to the catalogue of crimes committed by and for the ruling party that night. (Not to mention the blatant violation of Section 64 (2) of the Electoral Act committed by all presiding officers who failed to post the results of the count in each polling station on public view).

But back to the one single serious blunder which provided clear and irrefutable evidence of ZANU-PF's perfidy the announcement of the total of all votes cast in 72 constituencies by 7.30 pm. Once the ZEC had completed their reading of all the results, giving the "official" numbers of votes for both main parties, the MDC could ascertain, by a simple calculation, the true number of votes cast for each candidate and the number of ZANU PF votes stuffed in the ballot boxes in each one of the 72 constituencies.

MDC had the following information for these constituencies (all ZEC's own figures):

(1) The total number of votes cast

(2) The number of votes for their candidate (working on the safe assumption that ZEC would not increase the number of ballots cast in favour of the MDC)

(3) The number of votes said to belong to ZANU-PF.

Accepting (1) and (2) as true figures, subtract (2) from (1) and you have the true number of votes for ZANU-PF which in most cases was considerably lower than (3). The difference between this (true) ZANU-PF number of votes and (3) represents the number of bogus votes stuffed in the ballot boxes by compliant presiding officers.

The fraud is out, and for all to see. There can be no denying that ZANU-PF have been caught red-handed. To which we can add that, using this windfall information and the results declared for MDC, it is possible to calculate by a simple matter of arithmetic, that the absolute minimum of seats actually won by the opposition is 62. Again we would emphasise that this is the most careful and conservative figure and represents the absolute minimum of seats secured by the MDC. Yet even the figure of 62 seats proves two simple facts of enormous significance:

(1) ZANU-PF did not obtain the two thirds majority in parliament they crave and worked so hard and so dishonestly - to obtain, and
(2) MDC secured the majority of the popular vote which was their target 62 seats(minimum) out of 120 contested seats.

We await with interest ZANU-PF's response to this exposure and, with almost as much interest, a comment from the SADC and South African government observer teams, which have already pronounced the elections as free and fair

Why wait for elections?

As reliably as the sun rises in the east and sets in the west, so it will be for the Zanu (PF) leadership when the whole country will rise up and say "We Do Not Need You!!!!", thanks to strong barbaric tactics that have impoverished our once fantastic country, the predictable freedom surge in our people is coming sooner than late. The leadership forgets like an ostrich that buries its head in the sand, that the 4 million children of Zimbabwe in the Diaspora have linkages with people back home, who are equally affected with what is going on in the country.

The time for tyrannical Communist rule is over! For an 83-year-old man to be excited that he will stand for re-election next year is completely absurd, very ignorant, and very, very uncultured! Is Robert Mugabe the only person in ZANU (PF) who has the mantra and monopoly to rule both his party and the country? If Robert were to die today, would Zimbabwe's ZANU (PF) or Zimbabwe be obliterated from the face of the earth? Come on, all you intelligent people, no one should have a monopoly of knowledge and a monopoly of the right to rule people forever, that was only for kingdoms, and not democracies.

We need the break!

We know that Morgan Tsvangirai will not be fooled this time; that ZANU (PF) will not rig elections and murder more people in its quest to safeguard the continued one sided plunder of the nation's resources in the bid to pacify the ever hungry cronies. It is truly depressing and saddening at the same time. We know that the pressure of the 2010 World Cup is on Mbeki, rather than the need to see the democratization of Zimbabwe as a push for him. The joke will be on Comrade Thabo Mbeki if he does not use his mettle to solve the crisis in the neighbouring Zimbabwe. He should not think back to the days when the Zimbabwe government incarcerated him during his liberation struggle. That should not be a stumbling block; he has no need to repay the liberation struggle gains with the suffering of the Zimbabwe populace at large.

Robert Gabriel Mugabe (Matibili) is a practicing Catholic Christian, or is it for convenience? The irony of it all is that his second name is derived from one of God's most revered angel, and sadly he does not live up to that names sake calling of beauty and protection, but rather is causing untold mayhem, death and destruction of the very people he is supposed to be serving. Mr Matibili needs to be dealt with in a firm and consistent manner. He needs to know that people know that he is deceptive, selfish and in need of help and that his time as president of the once promising young nation is up.

It is no longer a secret that there are no medicines in our clinics and hospitals today. Need we belabour the point? Most medical professionals have fled the impoverishment of their qualifications into other well accommodating countries. Fresh investors and tourists are now a pipe dream, and a thing of the past. Notwithstanding the threat to nationalize the companies, how can these guys who have a skill in destroying a once prosperous country ever imagine that they can run farms and businesses?

If they say they will bring Chinese investors, well and good, but can they control their immigration, seeing they failed to protect the Warren Park families during the construction of the National stadium? Textbooks are now a pipedream for most schools today; non-governmental organizations that could help are now being castigated in the very English language of the people that Robert casts his diatribes at every time he opens his senile mouth. Mugabe must no longer speak in English, if everything west reviles him!

I continue to lament for the estimated 4 million Zimbabwean adults now living in exile outside Zimbabwe who have been ingeniously been disenfranchised by the incumbent government. I applaud the colleagues who have had the guts and audacity to take that government to the Zimbabwe Supreme Court. This process must be taken further to International Courts, the African Court of Human Rights or the international one in the Hague to claim our voting right. It is good for international observers to be present to monitor the elections, but that would not go down well with most of us if we do get the chance to cast our God given right to vote for our own candidates.

The elections should be free and fair, but will they be? Most of the eligible 18 year olds are being systematically disenfranchised by not having the national identity cards and or the passports due to the paucity of foreign currency which is being piled into the loss making Air Zimbabwe.I have as of the 7th July spoken to a fellow MBA colleague in Zimbabwe, who advises that he can not find meat, cooking oil or other things needed to survive in the shops. In fact he went down to butchery in Rezernde Street only to find vegetables and tomatoes on display. That was for two days running. He laughs at the hardships as if they were a luxury. The plot is lost. The phone is then unplugged by the CIO goons.

Sad and sick people! Can they unplug the misery in the people's minds? Can they intimidate those of our brothers left standing guard in the country? The answers will come sooner than late. Do we need to wait for elections to oust this illegitimate government? Arise people of Zimbabwe and demonstrate against this oppression.The businesses will definitely shut down. How can a person of five senses force a person in business to lower their price by half for a product that they bought for more than the price they are being asked to sell it for? THE events of last week in Zimbabwe expose how notions of the rule of law, of a Constitutional government, of a free press, and of a development state that are all elements which are valued and cherished by all progressive Africans can be rendered irrelevant in the pursuit and sustenance of absolute political power.

Zimbabwe’s judiciary, legal system, bureaucracy and police are all great institutions derived from the colonial state that should have been of service to Zimbabwe but unfortunately they now seem to be privatised and partisan.

After 27 years of independence, one would have expected that the idea of Zimbabwe as enshrined in the Constitution, with its emphasis on the principles of democracy, the rule of law, above all, the equality of all citizens irrespective of social standing, ethnicity and race would by now have had deep roots in the nation’s culture and contemporary civilisation.

It appears that the ideas associated with the age of enlightenment that has visited many former colonial countries (newly industrialised countries) have failed to influence Zimbabwe’s political establishment to see the futility of pursuing misguided policies and programs.

The Zimbabwean constitution should have remained a testimony to the enduring interplay between what is essentially Zimbabwean but is very British in its intellectual heritage. The realisation of Zimbabwe (by no other leader than Mugabe) as an inclusive and plural society at independence should have drawn from the best of both traditions.

It is evident starting from the Matabeleland massacres, the Willowgate scandal, the Executive Presidency, agriculture, and now mining and industry that the experiment of building a democracy within the framework of a mixed economy, multi-cultural, multi-ethnic, and multi-party society has failed in Zimbabwe. Instead of encouraging Zimbabweans to walk the path of democracy and move to a new dispensation free of poverty, ignorance, intolerance, disease and the threat of state tyranny, Zimbabwe’s founding fathers seem determined to undermine the interests that inform any progressive nation.

The journey that Zimbabwe was supposed to travel under the stewardship of its founding fathers was expected to be an exciting journey full of challenges and opportunities. The restoration of sovereignty to the people of Zimbabwe at independence was surely meant to ensure that citizens would never again be victims of their own creation i.e. the post colonial Republic.

I am sure that many Zimbabweans had no contemplation that exercising their democratic choices would be classified as treasonable acts and anyone advocating regime change would be viewed as less patriotic than incumbents.

At a time when Zimbabwe was expected to teach the world about the new African civilisation based on tolerance, the country has now become an example of how countries should not be governed. In fact, Zimbabwe and the UK were expected to learn from each other and teach the world how former adversaries can mutually cooperate in an increasingly inter-dependent and globalised world that we live in. However, the big picture that is emerging in Zimbabwe is extremely negative and corrosive.

The business climate is negative. The fall of the Berlin Wall in 1989 and other events of the late 1980s and early 1990s may have proved to countries like India and Vietnam once and for all that capitalism was a better system than socialism/communism, but it appears that these events did nothing to settle the debate about which model is best suited to Zimbabwe.

At the time of India’s independence, the UK government was socialist and there was widespread belief like in Zimbabwe that the state could bring greater prosperity to the working people and the wider population if it controlled the means of production. We now know that after many attempts around the globe, that governments are not actually good at running anything or protecting the interests of the vulnerable and poor. In the UK, it took about 30 years (or 3 years less than Mugabe’s rule) before the winter of discontent and a realisation that there was a better way of running a country.

In the case of India, the economy only started to grow positively in the early 1990s as it became evident that the communist experiment was a monumental disaster.

It seems that the government of Zimbabwe is determined to arrest the entrepreneurial spirit of Zimbabweans and throw the country into darkness by uprooting the remaining diminishing points of light.

Instead of supporting the private sector, the government of Zimbabwe has now targeted this sector for political expediency and ensuring that the results of the 2008 elections are predetermined. Although the government is busy trying to convince itself that the enemy is from without, it is clear that the current economic meltdown is largely self created.

Bad policies can never be expected to produce positive outcomes. It is easy to blame Blair and Bush but the experience in India and China has shown that progressive nations can leverage their social strengths into economic gains and the dream of a better life for our grandchildren and children can be realised within a lifetime.

Having been the first business victim of the misguided policies of nationalisation based on trumped up allegations of externalisation, I often wondered whether the Zimbabwean business sector was smart enough to know that the day of reckoning was around the corner. It is clear that the government needs someone to blame and any point of light (performing assets) is naturally a target.

While the land reform was justified on the basis of sovereignty and righting a colonial wrong, the nationalisation of economic assets is being justified on the presumed regime change conspiracy. What is being argued by the government of Zimbabwe is that anyone who increases prices is aiding and abetting the imperialist inspired regime change agenda. Based on this logic, it is clear that if Zimbabweans voted for another party in 2008, it is unlikely that Zanu PF will consider that to be their genuine expression.

Zimbabwe needs its government activities at all levels to become known for efficiency, integrity, meritocracy and transparency. This requires new and strong leadership to achieve. For the past 27 years, Zimbabwe has failed to produce such leadership and the scale of the challenge is such that no one in Zanu PF is up to the task. It is now apparent that even Gideon Gono is now running scared and disowning the misguided policies and programs (remember Project Sunrise and the Zero Sum Game).

It is clear that Zanu PF will not accept that at the core of the Zimbabwean problem is policy bankruptcy and lack of leadership. However, from a national perspective it is important that Zimbabweans bite the bullet and have the courage to say: “enough is enough”.

Even if the so-called sanctions were to be lifted, command policies have been discredited and any interventionist strategy is unlikely to deliver the change that Zimbabwe urgently needs.

President Mugabe has the full backing of his party to do the wrong things confirming the deep seated nature of the crisis and injury. Zanu PF believes that the bureaucrats and securocrats are the best custodians of sovereignty without any empirical evidence that such is the case.

To use an old economic example: although there may be a superficial benefit in using one team of bureaucrats to harass businesspeople, it is clearly better if the money being paid to such “policemen” is used to pay people who can make a greater contribution to development.

If the government keeps too many people on its payroll (price inspectors with the active support of war veterans), then the taxes it has to raise to pay them will not be available to the already overstretched consumers and companies to use on their own more productive purchases.

The Zimbabwean economy, like a deck of cards, is crumbling fast and yet the cause of the problem appears to be a contested issue requiring a critical analysis of the record of the post-independence in a holistic manner. Conspiracy theories are normally good raw materials for failed states and can conveniently give life support to terminally sick patients.

The West has imposed and maintained sanctions against Zimbabwe for reasons other than the land redistribution programme being unfair to their own. Besides, President Robert Mugabe is not a dictator, argues HARRISON KINYANJUI

IS THERE ANOTHER SIDE TO THE crisis facing Zimbabwean President Robert Mugabe? Is he a victim of a Western conspiracy or villain gone out of control? It would appear there is a little of both, but the besieged and increasingly paranoid head of state is not doing himself any favours by ruthlessly clamping down on the opposition.

The latest crisis in the Southern Africa state started after the government violently disrupted a "prayer rally" on March 11 convened by the Movement for Democratic Change (MDC) party. Morgan Tsvangirai, leader of MDC and Zimbabwe's leading opposition leader, was battered and arrested by police. That incident, among others has, recently placed Zimbabwe under international scrutiny.

Against a backdrop of bold self-tags as a "freedom fighter" mandated to "liberate" Zimbabwe from President Mugabe's "tyranny" and "authoritarian, despotic dictatorship," Tsvangirai has gradually overshadowed other Zimbabwean opposition figures in the unfolding political drama in the country.

His faction of the MDC chants the mantra of stiffer economic sanctions against Zimbabwe (which are orchestrated by Western governments), even imploring generally sympathetic independent sources to halt all economic subventions and ancillary assistance to the country. Regardless of the counter effects such sanctions have on an already bad situation, Tsvangirai and his team view them as a fundamental tool in coercing President Mugabe to leave office.

The economic situation in Zimbabwe is an unhappy one, and no one should pretend that a simple solution exists, packaged in a new political leader, in lieu of Mugabe. The economy has so far endured the concerted flailing and vicious assaults from Western powers mainly on account of Zimbabwe's land reform programmes.

At the core of Zimbabwe's crises is land ownership. How did two per cent of Zimbabwe's population (Caucasians, mostly British) end up owning over 50 per cent of the land?

Britons' occupation of Zimbabwe can be traced to the last half of the 19th Century when Cecil Rhodes, leader of British South African Company (BSAC), duped Lobengula, Matabeleland leader then, into signing over to the British vast concessions of land under his chieftainship, ostensibly to exploit mineral and natural resources in exchange for a mere 1,000 rifles, a paltry 100 British Pounds, and ammunition to boot. Lobengula never imagined he was in the process parting with the land of his ancestors!

Following this deal, hundreds of British "settlers" settled on Lobengula's domain. This so infuriated Lobengula that he confronted Rhodes. But Rhodes informed him that the document he had signed had actually assigned the territory over to the BSAC.

Lobengula then took this case to the Privy Council, and predictably, lost. The land was gone, and with it political and economic power. As a result, the poisoned justifications of legality spun by the Privy Council became a cloak to seal Rhodes' theft and conclusively formed the foundation to perpetuate the colonial domination of Zimbabwe by Britain. The chief became a stranger in the land of his ancestors, and ever since, Zimbabwean Africans have been made to feel, and treated like aliens in their motherland.

AT THAT NASCENT STAGE, none of the so-called civilised nations that are now imposing sanctions on Zimbabwe using "human rights abuses" as a convenient smokescreen intervened to right this grand theft, even though its notoriety was known to them. Yet in a self-righteous posture (and being the chief architects of Zimbabwe's economic decline), they are now incessantly pontificating about Mugabe's failed governance as being the prime cause of Zimbabwe's melt down.

Take the US government, for instance. On December 21, 2001, President George W. Bush signed into law Zimbabwe Democracy and Economic Recovery Act of 2001 with the aim of cutting off all financial aid to Harare, including all debt cancellations that Zimbabwe would otherwise have been eligible to! This piece of legislation was sponsored by Senator William Frist and co-sponsored by four others including Senator Hillary Clinton.

How could this deliberate freezing of grants and aid not have negatively impacted Zimbabwe's financial standing, even marginally, within a global economy? With such measures, should it then surprise anyone that Zimbabwe would churn out the highest inflation rate in the world? By contrast, would the British economy survive under similar sanctions and assault?

In their silent complicity with the colonising powers of Lobengula's time, the Western powers, as it were, sabotaged universal justice in much the same way they have done to Zimbabwe's economy under the guise of "targeted economic sanctions" perpetrated by their multinational corporations and financial institutions.

They have done these not because they question the land redistribution programme as inherently unfair, but because the ultimate losers within the programmes' framework are their kin. Had the US been so objectively concerned with "human rights abuses" across the world, it would have passed similar legislation before the Rwandan genocide spilled out of hand.

In the 21st Century global economic situation that is racially-inclined, Mugabe's Zimbabwe presents a classical case of the bleak odds confronting a black-led African nation struggling to survive against the relentless onslaught of the West's economic might.

Clearly, the target of the economic sanctions is the crippling of his government, as though Zimbabwean "problems" lie with Mugabe himself. Perhaps they do. But this reasoning deliberately fails to differentiate between the government and its policies, managed by Mugabe on the one hand, and the Zimbabwean economy on the other, which is manned by a heterogeneous mix of actors, majority of whom have completely no say in, and are actively removed from engineering his policies.

Even at a mundane level, not all Zanu-PF functionaries are beneficiaries of the tokenism that Mugabe is accused of, yet they remain targets of the sanctions. The targeted economic sanctions impacts the nation of Zimbabwe as a whole, and these innocent actors within the country's economy become the real casualties of the battle. This amounts to an infringement on their right to earn an honest and just economic reward for their labour, free from external pressures.

In the circumstances, one is tempted to inquire: Given the prevailing situation in Zimbabwe, would a new leader handle the land reform programme in a differently especially in light of the obligations within the pre-independence Lancaster House agreements of 1979?

More specifically, would such a leader reinstate the inequitable ownership of vast tracts of land in the guise of "ameliorating" the suffering of ordinary Zimbabweans resulting from the sanctions?

Theoretically, with a change of government, it would be simplistic to hold all things equal, especially policy issues but it is safe to surmise that practically, were such a new Zimbabwean leader sympathetic to West's (specifically Britain's) interests, he/she would likely abandon, or altogether reverse the land reform programme now being pursued by Mugabe.

The result would be no better a situation than Lobengula found himself in meaningless fiefdom with no land. In the end, the clamour for the ouster of Mugabe that preoccupies Western governments is a thinly veneered clamour for the resumption of the old order of land distribution and proprietorship in Zimbabwe. It was an order that bore them maximum economic benefit at a minimum cost.

Often, land repossession in Zimbabwe is described by the Western media as land seizures, akin to some violent robbery perpetrated against the hitherto occupiers.

HOWEVER, THESE ARE ISsues more complex in fact than often presented, requiring radical solutions that may be unpalatable to the former Zimbabwe colonists. Nevertheless, the unhappy outcome is a biased perception of Zimbabwe that bankrupts the reservoir of the unspoken goodwill any nation enjoys among reasonable men. That is precisely the intention of Western governments: to demonise Mugabe's governance of Zimbabwe and deprive his government of any kind of assistance from rational governments around the globe.

Land as an economic asset and a tool of political and economic power has been a universally explosive issue between the subdued and the subduing powers. For Zimbabwe, 20 years have proven inadequate to solve the issue primarily due to lack of goodwill from the former colonial powers. The result is what we have to date.

Britain reneged on its commitment to underwrite the land redistribution process, provoking Zimbabwe government to proceed in the manner it did. This has met with hostility from the West, particularly Britain. Europe has gone further and declared Mugabe a persona non grata, allegedly because he is a dictator. Whether Mugabe is a despot is open to debate, though some of his actions are an affront to democracy and good governance but the verdict remains in the province of the Zimbabwean suffrage.

Unfortunately, the sovereignty of Zimbabwe has been enmeshed with the land redistribution issue, to the point that his legitimacy as a leader is being questioned and correlatively, a reluctant and fragmented opposition is being propped up by the West to challenge Mugabe.

Mugabe is a president of Zimbabwe though questions still linger about the process through which he has sustained himself in office.

Dismissing Mugabe's leadership as dictatorial merely because his land reform programme is unfavourable to the West is unhelpful. For, were Mugabe's chief opponent Tsvangirai as popular as he has been portrayed by the West, he would have won the 2002 elections even with the process heavily tilted in favour of the incumbent a la Kenya.

At a moral level, two issues emerge: first, if the 2002 national elections were as badly flawed as Tsvangirai alleged, the most honourable thing for him (and perhaps as the most potent protestation at the alleged electoral larceny), would have been to abdicate his parliamentary seat. He failed to do so. Meanwhile, he has left to the Zimbabwean justice system the tedious task of judging the unfairness of Zimbabwe's electoral process.

If Tsvangirai strongly believes in the democratic process as a just means to oust a totalitarian regime, then he ought to await the next elections in Zimbabwe to employ the enfranchisement process to effect the change he passionately espouses.

More importantly, however serious the injuries inflicted on Tsvangirai after the prayer rally on March 11, the issue of where to place the blame still needs to be cleared.

In Kenya, for instance, when Rev. Timothy Njoya was attacked in a similar fashion at a political rally outside Parliament buildings, he neither blamed nor exonerated the then President Daniel arap Moi of the attack. To his credit, Njoya singled out a specific culprit for the brutal attack a policeman, who was subsequently arraigned in court.

Remarkably, Rev. Njoya ultimately chose to forgive the perpetrator, who on his part never alleged that President Moi gave instructions to beat Rev. Njoya. In that case, it became self evident that the police officer was liable at a personal level for overstepping the established legal mandate to maintain law and order.

At face value, there is apparently no difference between the beating of Rev. Njoya and Tsvangirai's recent experience, yet President Mugabe is being cast by Western news media as the merciless and tyrant villain, harshly wielding the brutal force of State power against a perceived martyr who is engaged in a relentless pursuit of the freedom of his people from the oppression of the unyielding despotic tyrant on a suicidal mission to thrust an entire nation into economic doom.

To the West, the person to halt this maddening plunge of Zimbabwe into economic and political abyss is, for the time being, Morgan Tsvangirai, leader of one of MDC's factions. But he too needs to undergo the same litmus test that Mugabe faces. Is he that at all, or is he their unwitting pawn, playing into their schemes? Beyond opposing and ousting Mugabe, what compelling vision does he, and indeed all the other Zimbabwe opposition figures, hold of Zimbabwe's land ownership order and of disentangling Zimbabwe from its deepening economic morass?

Would they be any better than Mugabe? Ultimately, Zimbabwe's fate lies in how the land issue is tackled. It cannot be reversed nor can it be accelerated without completely destroying the badly damaged agricultural sector. Herein lies Zimbabwe's ultimate dilemma and Mugabe's fate.

HARARE - Zimbabwe Judge President, Paddington Garwe and Justice Hugwe drove past the 60 members of the Law Society of Zimbabwe on 8 May as they were subjected to full brutality by the police, when they attempted to gather for a peaceful solidarity protest outside the High Court of Zimbabwe. The lawyers were due to present a petition to the Minister of Justice, the Attorney General and the Commissioner of police urging full and immediate protection of lawyers and prosecutors in the execution of their professional duties.

This comes in the wake of harassment, threats and assaults on human rights lawyers at the hands of the police, and which culminated in the arrest and detention of senior legal practitioners Alec Muchadehama and Andrew Makoni on Friday 4 May 2007 during the course of their business on charges of obstructing the course of justice. Nokuthula Moyo, a lawyer was among the members of the Law Society of Zimbabwe and narrates how the Judge President, Paddington Garwe and Justice Hungwe drove past the them were they assaulted.

Here her story :
"A handful of lawyers were outside the High Court when I arrived, as were a number of riot policeman, standing a few metres away. Our fearless president, Beatrice Mtetwa, carrying in her hands the petitions to be delivered. David Morgan, Fraser Edkins and John Meyburgh, partners from my own firm. Pat Lewin, Prof Geoff Feltoe. Beatrice asked the riot squad what they were doing there, and they said they were under instruction not to divulge their orders. They could be there to break up the march, to beat us up, or to escort us. A few more people arrived, including T. Fitzpatrick, who later was in a scuffle with a police officer. Most of us were in our gowns.

As more lawyers arrived, so also did a woman in a tracksuit, and a man in plain clothes. They asked, in Shona, what we were doing there. I looked around me, and noticed that most of us there were not Shona speakers. We did not respond. Still speaking in Shona, they said they were police that we were not allowed to stop where we were, that we were to disperse. They were waving baton sticks around in a menacing manner. I noticed that baton sticks are very long; I do no think I have been at such close range to one before.

We shuffled off a few feet, ad Beatrice suggested we move into the High Court courtyard, though we did not get to do that. Many other lawyers were arriving then. Innocent Chagonda, Eileen Sawyer, a veteran human rights activist, Mordecai Mahlangu, Raymond Moyo, Peter Lloyd, Chris Seddon, Dickson Mundia, Colin Kuhuni, a Councillor of the Law Society, and many others whose names I cannot list. More police and riot squad officers arrived in truckloads, and were moving us along in a solid line. Beatrice stood her ground.

A senior police officer arrived then, whose arrival stopped the menacing advance of the police. He spoke to Beatrice for a while. By that time I was a few metres away in the path of retreat, and did not hear the conversation, but Beatrice told me the officer was saying they had sent a letter to the Law Society offices banning the march. I understood from Beatrice also, that the march would be banned, but the Law Society Councillors would still present the petition to the Minister. The Minister himself was in cabinet, and we would try and present the petition to the Secretary for Justice, David Mangota.

By this time, the numbers of lawyers were swelling, at least 50 lawyers were there, with more arriving. They were walking past the lines of riot squad to join us. A car drove out of the High Court gate. I did not see the occupants, but a ripple went round that it was the Judge President (Paddington Garwe). A short while later, the Honourable Justice Hungwe drove out. I was personally disappointed to see them drive out. It is their orders that are being defied.
It is the officers of their courts that are being abused and arrested for carrying out their work as officers of the court.

I had had delusions of the entire bench joining us in solidarity, if only to protect the integrity and independence of the bench. It is sad that the bench has done nothing to protect itself from the sheer disrespect shown by the police to its existence and the unmitigated contempt of its orders.
The senior police officer had gone to his car. He returned carrying a loud hailer. He spoke to the growing number of lawyers. He told us we should not be there. First, he said, we had not given notice at least 4 days in advance. Second, they had replied in writing, and also exchanged telephone calls, to say we could not proceed with the gathering.

Third, all gatherings are banned in Harare, and that ban still holds even for professional bodies.
That position is legally disputed, but I will save that debate for another forum. He then told us that we were in an unlawful gathering. He would tell us three times to disperse, and if we did not obey, they would do what they had to do. He then said in quick succession, 'Please disperse, please disperse, please disperse.' Many of us looked at the baton-wielding police, who started moving on the third announcement. We dispersed. Initially, we moved very slowly, and the police fell in behind us.

We wanted to be seen to be moving away to avoid being beaten up, but we were not giving up. I was suggesting we walk to the Ministry anyway, with the police behind us, when the police started assaulting some lawyers who were in the back of the column. We had to move pretty smart then. We were driven as far as the corner of Second Street and Samora Machel Avenue (may his liberating soul rest in peace!). We went our various ways then, meeting more lawyers as we went, who were on their way to the march. Some of the lawyers who were assaulted include Beatrice Mtetwa, Mordecai Mahlangu, T. Fitzpatrick, and Chris Seddon.

What was the march about? For quite some time now, the police have threatened and even assaulted lawyers for representing people. It seems to be the attitude of our Government that if they want to arrest you, you should give up all your rights. No legal representation, no defence. The state is the policeman, the prosecutor and the judge. Any lawyer who dares represent you incurs the wrath of the State. The police have often threatened to arrest lawyers for simply doing their duty. The threats have grown in recent weeks, and last Friday, the police did arrest two lawyers, and a day or so later, they beat up another lawyer.

Alec Muchadehama and Andrew Makoni have been representing MDC activists who were arrested in the last few weeks. More than 40 activists are reported to be in custody, many have been severely assaulted, and they have been denied food, medical attention, and even access to family members and lawyers. Both Andrew and Alec's wives have been threatened. On Friday afternoon, the two lawyers were leaving the High Court when they were arrested. No reasons were given initially. Detective Inspector Rangwani refused to allow access by legal practitioners and family.The two lawyers were even denied food.

Lawyers who sought to represent the two were themselves threatened with arrest and assault. Three High Court orders were issued for various things, including access by lawyers and doctors and family, and food, and ultimately, for their release. All the court orders were totally ignored by the police. Assistant Commissioner Mabunda assaulted a representative of the Attorney General, Richard Chikosha,, for consenting to a court order. I have not heard of any official protest by the Attorney General, on the assault of his officer, Richard Chikosha; on the usurpation of his Constitutional duties by the police; on the disrespect and defiance of court orders".

Who is this child next to my window, and what is that in his hand?", I asked; the reply was curt, and to the point: "That's a street kid. He is holding sawdust because he may end up eating it due to hunger."

This brief exchange of words took place between myself (an American exchange student currently studying in South Africa) and a good friend (a Zimbabwean studying at the same university in South Africa). Having been granted a one-week Easter Holiday, the opportunity arose to join my friend, with his family, staying in his house located in a low-density suburb in Harare.

This is an account the writing intended to be as truthful and open as possible documenting the perspective of a 20-year-old American traveller spending seven enigmatic days in Zimbabwe.

Hitch-hiking to Harare (sitting down behind the truck-driver's seat, for 11 hours, seated next to 11 people) was one of the most memorable experiences of my life; the pain and numbness in my buttocks subsided after a couple of hours, and my presence as "the American" was eventually discovered, subsequently employing fruitful conversations about America and Zimbabwe.

The reactions I have received in Africa (having only been here for three and half months), regarding my nationality, can be categorized as two-fold: one is the genuine excitement that an American citizen, coming from a place many Africans would love to travel and see, is in their country; the second reaction being indifference. Everywhere I have travelled, the people's personalities have been colourful, the hospitality impeccable, and the food delicious (sadza and roasted maize being my favourites).

America, containing an economy allowing the average citizen ample leisure commodities (that Americans take for granted e.g. the widespread use of cars, constant electricity, hot water, and a large selection of general commodities), the attitudes, work-ethic, and personalities of the American people are more individualistic, producing a less communal, collectivist society. Individuals in America usually only give if they trust the bargain will be reciprocal; this behaviour restricts social development, furthering the socio-economic gap, as well as promoting the sustenance of ignorance between race and class.

America is doing little to face these issues directly, due to a government, and conservative media (the commonly believed myth that American media is "liberal" needs to be re-examined to a great extent), controlling the socialisation and indoctrination of the typical American's mind; a similar problem exemplified overtly in Zimbabwe.

While American individualism allows for financial prosperity, achievable without garnering knowledge about issues, the world is battling within a global context (e.g. global warming, torturing in international terrorist detention centres, the injustice plaguing neo-liberal markets, etc.), Zimbabwe remains the opposite: the people of Zimbabwe know much about the issues of the world, with a 97% literacy rate. Zimbabweans love to read; unfortunately, financial prosperity in Zimbabwe is lacking to allow such a knowledgeable people a chance to flourish.

While the Zimbabwean government conceals a more accurate approximation of the country's inflation rate (close to 2 200%), economic hardships increasingly become more visible (e.g. the street-child eating sawdust). The hardships slide off the government's policy documents onto the people's faces: full of morose, directness, and exhaustion occasionally accompanied by hope, shown with a genuine smile, decorated in a spirit of passion and pride.

Aside from the direct, visible, destructive effects of Zimbabwe's economy, the people of Zimbabwe are overwhelmingly impressive human beings; to struggle through hardships, maintaining the capacity to produce a contagious laugh or smile, requires an exemplary level of maturity and hope for a better future. The people of Zimbabwe represent a caste of peace-loving, generous, trustworthy human beings; the threatening feelings caused by shameful actions of petty theft, overt criminality, and standard muggings, are absent amongst the environment in Harare.

It is for this reason that the people of Zimbabwe should be proud, and the government scared. Zimbabweans are starving, and in the grip of hunger. Zimbabweans restrain from the actions of crime, theft, and violence; there is a great desire for the petty criminals in South Africa to learn from fellow peace-loving Zimbabweans, who abstain from crime, using their energy towards a more constructive end.

The combination of suppressive, oppressive, and violent regime in Zimbabwe, coupled with a population of citizens typifying peaceful human beings, equates an unequivocal sense of tension: walking through Harare, I felt the anger the people have towards government; simultaneously, walking through Harare, I felt the love people have towards life.

Such diametrical disposition of opposing forces (i.e. a peace-loving citizenry marching with malevolence against Mugabe's corrupt rule) teaches a lesson to any foreigner willing to empathize with the people of Harare that lesson being: as human beings, existing in periods of hardship(s), we should be vigilant to express discontent and hatred towards the party responsible, not through crime and violence, but through a constructive work ethic and unity of voice. Zimbabweans understand and embrace a certain work ethic (more than Americans!), rooted deep in Zimbabwean's current plea for a more just, egalitarian society; moreover, the Zimbabwean work ethic exemplifies the fact, that, for some people, nothing is given for free; for those people, whining is an inefficient option we must accomplish the task at hand, for the betterment of society.

Unable to trade American dollars for the Zim dollar on the official market ($1US equating to $250 Zim), all of my monetary transactions occurred through the black market (operating an exchange rate of $1US to $15 000 Zim); making transactions on the black market was a fresh experience for me; moreover, exchanging currency allowed me to understand how difficult the situation in Zimbabwe truly is: the official market rate currently charges $8 500 Zim for a loaf of white bread, equating to US$25 this is outrageous; in America, a loaf of white bread is averaging US$0.50. Zimbabwe's black market exemplifies a people exerting pride, constrained by poor government communication and atrocious foreign policy; moreover, Zimbabwe's black market showcases a people controlling their country, managing life and the economic sector where the government is unable (and unwilling) to successfully lead.

Travelling for a week in Zimbabwe, I learned many things: how a people succeed as government fails; how a human being genuinely smiles, disguising their empty stomach; how a culture, passionate about life, burdened by economic hardship, continues with life.

I would now like to thank Zimbabwe's people, for sharing and teaching foundational principles with me, expressing an outlook on life that is notoriously healthy. Zimbabwe: those who know your hardships shed tears; those who read about your life gain inspiration from your stamina, maturity, and exemplariness; those who govern you will soon understand, that no matter how much an oppressive regime may try, history has showna people united cannot be broken.

PRESIDENT Robert Mugabe's plan to seek re-election for another five years is in jeopardy as top Zanu PF officials build up resistance to his controversial candidacy which could translate to rule for life.

Mugabe's latest plan drafted after his initial 2010 proposal was blocked has started collapsing due to rising resistance, especially from retired army commander General Solomon Mujuru's faction. After thwarting the 2010 bid, the Mujuru camp now wants to stop Mugabe in his tracks again.

Justice minister Patrick Chimanasa on March 30 presented Mugabe's plan to the central committee which entailed the proposal to amend the constitution to hold joint parliamentary and presidential elections in March next year. Local government polls will be held in January.

The plan also says the presidential term will be reduced from six to five years to ensure harmonisation of polls. Parliament will be expanded with the Lower House seats increasing from 150 to 210 and senate seats to 84 from 66. Senators had been expected to be chosen on the basis of party lists in proportion to the number of seats obtained in the Lower House.

And parliament, sitting as an electoral college, would elect a successor if the president cannot continue in office for whatever reason.

However, these proposals which are largely part of Mugabe's self-preservation measures - are fuelling Zanu PF wrangles and divisions. Instead of consolidating Mugabe's candidacy, the plan has only helped to widen cracks in the collapsing Zanu PF edifice, threatening Mugabe's attempt to extend his rule.

Sources said the party was divided over Mugabe's candidacy because he was now an electoral liability. The proposal that parliament should elect a successor if the president cannot continue opens up the post to vote-buying, critics say.

Some Zanu PF officials are opposed to the whole idea of amending the constitution to retain Mugabe in power because of the economic meltdown.

Further internal divisions have emerged over plans to call for a special congress to endorse Mugabe's candidacy confirmed amid muffled protests on March 30. Mujuru's faction is privately disputing the claim that Mugabe was ever endorsed, arguing the issue was railroaded without debate by a group of presidential loyalists led by Elliot Manyika.

Manyika and a group of presidential adherents have been fiercely fighting in Mugabe's corner. Two weeks ago Manyika said the party would hold an extraordinary congress to endorse Mugabe's candidacy, but this is also being disputed.

"It has been the tradition of the ruling party to call for a special congress to officially nominate the ruling party's presidential candidate for any impending election," Manyika said in the party mouthpiece, The Voice.

"The extraordinary congress is called by the central committee that is also going to have an extraordinary session on Friday (last week)."

But Zanu PF secretary for administration Didymus Mutasa who in terms of the party constitution is the secretary for the presidium (the president, two vice-presidents and chairman) when congress convenes said yesterday Manyika's claims were untrue.

"It's not true, the president has not said so and we have never done that before," Mutasa said. "Why should we have an extraordinary congress when we have just had an extraordinary central committee meeting? They (media) are confusing an extraordinary congress with an extraordinary central committee session. Ask them about that."

Told that in fact it was Manyika who has been saying so, Mutasa said: "That's not true (that a special congress is coming)".

Asked if it was true Zanu PF holds extraordinary congresses to officially nominate a presidential election candidate, he said: "It's not true, we have never done it before". Mutasa has the constitutional mandate to organise an extraordinary congress and is obliged to give at least a six-week notice before the meeting.

Bizarre twist to police brutality

POLICE have added a bizarre twist to their crackdown on legal practitioners by beating up their own lawyer.

At the weekend, police turned on state prosecutor Richard Chikosha, who represented the force in a case in which lawyers Alec Muchadehama and Andrew Makoni were challenging their detention.

Sources told The Financial Gazette this week that officers from the Central Investigations Department's Law and Order section assaulted Chikosha at Harare Central Police station. His alleged crime was having consented to the granting of bail to Muchadehama and Makoni, who represent 13 Movement for Democratic Change (MDC) activists detained since March.

The two lawyers were arrested last Friday on allegations of obstructing the course of justice.
Police yesterday denied assaulting Chikosha.

"As far as I am concerned, nothing happened to him," said national police spokesman Wayne Bvudzijena.

But sources insist that following Chikosha's assault, police went on to defy two High Court orders for the release of Muchadehama and Makoni. They were only freed on Monday after a Harare magistrate granted them $500 000 bail each.

While the arrest of the two lawyers has refocused attention on growing police impunity, it is Chikosha's beating on Sunday that more starkly exposes the indiscriminate callousness of state security agents.

Chikosha's plight mirros that of Mutarre prosecutor Levison Chikafu, who believes he is under siege for prosecuting Justice Minister Patrick Chinamasa. He once fled his home after being threatened by security agents. This followed the collapse of a case in which the state claimed to have discovered an arms cache in Mutare that it alleged was linked to the opposition MDC.

Chikafu was arrested last month and later released on bail last week. He has since written to Attorney General Sobusa Gula-Ndebele to protest at the abuse he suffered in custody.

The 11 ZCTU Chegutu activists who were arrested last year during the September 13 mass protests have been found not guilty of engaging in behaviour likely to cause an uprising and disturbing peace.

The 11 appeared this morning before a Chegutu Magistrate who said they had no case to answer as the State witnesses had failed to avail themselves to testify. Warrants of arrest were immediately issued against the four police officers with the Magistrate saying this should serve as a warning to other police officers that they should not just arrest and brutalize innocent citizens for the sake of doing so. He said the arresting officers should have been at the courts to testify and in the absence of any evidence, he found the 11 not guilty.

This has been one of the major scores that the ZCTU has made. We would also like to take this opportunity to thank comrades and friends who have been keenly following this case for the moral support rendered.

Meanwhile, The Worker newspaper News Editor, Bright Chibvuri is set to appear before a Plumtree Magistrate tomorrow, May 9 2007 for allegedly contravening AIPPA and practicing without accreditation. Cde Chibvuri was arrested while attending a ZCTU district orientation workshop and he was in no way there in his capacity as a journalist. he attended the workshop purely on the basis that he is a ZCTU staff member.

Tsvangirai's overture is a sobering thought

The proposition by Morgan Tsvangirai of an amnesty for Mugabe and his inner circle for the good of Zimbabwe and Zimbabweans should be hailed by all genuinely peace loving Zimbabwe. This vicious cycle has to be ended somewhere. It cannot be a continuous orgy of retribution and retaliation. Common sense has to prevail from source with the national and political leadership.

If Mugabe could wave the olive branch to Ian Smith and Co then surely there should be nothing untoward about Tsvangirai doing the same to Mugabe. Smith killed thousands of innocent Zimbabweans not to mention the guerrillas who sacrificed their lives to liberate us. When Mugabe tore into the airwaves on the even of independence with his statesmanlike speech of reconciliation and forgiveness, he was hailed as a pragmatic leader who was a breath of fresh air. I think Tsvangirai is mulling the route that makes great leaders because as he said in an interview a short while ago, no amount of retribution will ever heal the wounds of those who have suffered at the hands of the monstrous dictatorship that is ZANU PF.

Nelson Mandela emerged from the ashes of apartheid South Africa to become one of the greatest leaders Africa has ever produced. Yet the bedrock of Mandela's policy was enmeshed in conciliation and reaching out to the very people who had humiliated him, killed most of his comrade-in-arms and oppressed Black South Africans. Mandela was never vilified but he was lauded as a great man of wisdom and integrity. I personally think that Tsvingirai has latched a gear up his ladder of leadership with a statesmanlike and visionary proposition for peace and brotherhood. Zimbabwe is desperate for that spirit today - of conciliation and tolerance.

Yes the wounds are still fresh and the fire of pain is still burning in the hearts of Zimbabweans, but Tsvangirai is no less a victim himself. He has endured as much pain and suffering at the hands of the dictatorship and he is merely chatting the way as a leader. Of course bold moves always come with at times misplaced recriminations. I am one of those people who in the past have yearned to see bold moves being taken by our political leadership and I should be among the first to welcome when such signs of political sanity manifest themselves in the form of propositions and overtures that would certainly guarantee peace and continued prosperity in our strife torn country.

Zimbabwe today is a country that is deeply divided with the seeds of division being largely sown by politicians who are the government of the day. Ours is a dangerously polarised country today, and it would be a recipe for full-scale strife should no bold efforts be made by future leaders to normalise the trend towards worse disintegration. This is a very opportune moment to start chatting the conciliatory course of futurist politics because the successful reconstruction and rehabilitation of Zimbabwe will hugely hinge upon wisdom and peaceable existence rather than animosity.

Yes Mugabe has presided over one of the worst regimes in our time and overseen the worst decadence during his tenure. But history has told that those who mess up never do it with an intention to clean up because if this were the case, then they would never do it in the first place. However, it is always the duty of others to do the clean up and our country is one that needs quite a bit of cleaning up in the comings years. That kind of national purification will have to start with plugging the source of the dirty that is Mugabe. If you rapture a leaking pipe then you will end up with more sewage on yours hands. Mugabe is no different because he is dragging a lot of dangerous baggage with him.

People may clamour for Mugabe's blood but they may needlessly prolong the suffering of the innocent citizens of our country some of whom are dying needless deaths due to lack of ordinary medicines. Others are going for days on end without a decent meal while sleeping in the open. All this is because Mugabe cannot be dislodged and will not yield power without force. The consequences of employing force on Mugabe, entrenched as he is at the moment, is a disastrous deterioration and prolongation of the prevailing situation. The circumstances obtaining in our country are precarious and any further slip down the slop will be catastrophic and even much more difficult to recover from. The more threats we hail at Mugabe the deeper he digs in his heels.

Tsvangirai's proposition maybe misconstrued for a fall on the last hurdle or maybe given as a sign of someone looking for a quick fix to the current problem, but that is no quick fix at all. In fact that move will prove to be the largest block on the foundation of the future of Zimbabwe. It should be known that Zimbabwe is one nation and that the electorate is the same that is courted by ZANU PF and the MDC. There has to be a constructive approach towards reaching out to that electorate no matter how divided it is between ZANU PF and the MDC. The people who today sing ZANU PF songs and vote ZANU PF are the same who tomorrow might vote for the MDC. They will not be won over by force but rather, they will need to be reached out to. And that includes their leadership as well no matter how cruel. They have to be shown the way because following their footsteps would be total failure to raise the bar of leadership.

The Zimbabwean crisis will only take a homegrown solution and that solution can only be found if our leaders start exploring the ways that benefit the nation more than themselves. Tsvangirai is exploring one such avenue and it is a very refreshing move. Mugabe will not listen to anyone and least of all Thabo Mbeki. This so-called South African initiative fronted by Mbeki will be in the sand in no time and the sooner Zimbabweans realise that the better. Mugabe will never willingly retire as long as the prospect of prosecution and incarceration lingers over his conscience. The man knows what he has done and because power has its limits, he is powerless to forgive himself. It will only take the people to forgive disgraced leaders like Mugabe and Co and people like Tsvangirai do have the morale high ground to seek consensus on such an essential national issue. Tsvangirai is simply seeking consensus and the people of Zimbabwe should duly yield it.

It should be bone in mind that Mugabe still has a significant following in Zimbabwe. His supporters are a cocktail of genuine admirers and sympathisers who still view Mugabe as the hero of our liberation struggle. Then there are the crooks that would love to have Mugabe where he is for as long as possible, not because they love him, but because it is enriching them. Of course it would be a loss and painful experience to allow such people to go scot-free and not be brought to book. However, the benefits of allowing all Zimbabweans the experience of all-inclusive and peaceful reconstruction and re-integration into economic and political existence, far out ways the loss of revenge through the prevalence of common sense over animalism.

Mugabe and his inner circle are all terribly arrogant and they would beat their chests loud but this is the time for nation builders rather than nation wreckers to assume the national mantle. It is time for leaders who have the vision to take Zimbabwe into that next level and it will take tough decisions take by humble citizens with the pragmatism to forgive and move on. Leaders need the support of their people to see through those difficult but necessary decisions.

A certain boxer, I forget which, when asked if he was not scared fighting a challenger nearly twice his size, replied curtly: "The bigger they come, the harder they fall!" I am not going to say the same regarding Zimbabwe President Robert Mugabe who, after 27 years of rule, effectively brought his country to its knees.

When I heard Mugabe over the radio in the early 1980s, he sounded so articulate that my admiration of the man was instant. And, when I learnt that he had seven University degrees and certificates, I thought to myself: This is the kind of person I would gladly have as my president.

WITH TIME however, I am not under the same spell because of how he has turned Zimbabwe - once one of the region's breadbaskets, into one of Africa's basket cases. Today, Mugabe has few genuine sympathisers, but a growing number of denigrators and detractors.

Inflation is officially fixed at 1,700 per cent, but raging at around 4,000 per cent in real terms - the highest anywhere in the world!

It is estimated that nearly a quarter of the country's 12 million people has fled, or are on their way out, just to survive. Others are escaping political persecution and hounding by the authorities, including the military which, still answers to Mugabe!

BUT, IF the bigger they come, the harder they fall, why is "Big Mugabe" not falling from power at all - let alone hard? At 83 years and still boisterously intransigent, the man has decidedly fallen from grace.

Charles Onyango-Obbo, has posited why "African strongmen tend to seem more powerful and entrenched at the point when their political record is at its worst."

Taking Idi Amin's Uganda (1971-79), he reasons that, "When an economy collapses, the few parts of it that are still working are almost always in the hands of regime officials and supporters. The opposition supporters have nothing and, therefore, they can't fund anti-government policies ?" ('Mugabe is full of passionate certainty, the rest lack conviction')

In other words, the Opposition needs an economy that is doing well (so as) to thrive. How true!

But, this only applies to the internal opposition. What about those who oppose the regime's heavy-handed policies, programmes and protracted political peccadilloes on the outside, like the West?

What about those in Africa? What about their regional and continental blocs? We have the African Union and the Southern African Development Committee (SADC) in place. The latter met in Dar es Salaam on March 29 and gave South Africa President Thabo Mbeki the task of resolving the "Zimbabwe Crisis."

Apartheid South Africa looked the other way when Ian Smith unilaterally declared independence for Southern Rhodesia from Britain in 1965. The same applies today only that the players have changed, and the country is now Zimbabwe!

THE ORGANISATION of African Unity (OAU) - AU's forerunner - had many military dictators. Nothing much has changed, and today Mugabe gets a standing ovation at AU gatherings.

Speaking at the University of Edinburgh, in 1997 the late Mwalimu Julius Nyerere said: "I once described the OAU as a Trade Union of African Heads of State. We protected one another against whatever we did to our own people in our respective countries. To condemn a Mobutu, or Idi Amin or a Bokassa was taboo! It would be regarded as interference in the internal affairs of a fellow African State!"

I studied African politics for my political science minor in college about the time white Rhodesia gave way to Zimbabwe.

We heard as guest lecturer South African Alan Paton, author of "Cry, The Beloved Country." He died in 1988.

With all its natural resources, from a gold-mining region to the tourist-tempting Victoria Falls and wildlife such as lions and hippos, nobody foresaw prosperous Zimbabwe being reduced to misery by Robert Mugabe.

Mugabe's ruinous policies imploded this promising African nation into one of the poorest and most repressive countries on the globe.

In the 1980s, Zimbabwe enjoyed the second largest economy in southern Africa. It afforded the best education and health care on the continent.

Today, nobody is even sure of the population. Eleven million? Thirteen million? It's hard to count with everyone heading for the red hills, risking crocodiles in the Limpopo River and lions in South Africa's Kruger National Park as they fled, led by intelligent people, such as doctors, lawyers and teachers.

Mugabe has steadily become single-minded in clinging to power at all costs, devastating his economy and presiding over a police state.

Unemployment is at 80 percent. Living standards are said to be at 1953 levels.

The World Health Organization says life expectancy is 34 for women and 37 for men - lowest in the world.

Inflation hit 1,792.9 percent in February and is projected to reach 3,700 percent by the end of 2007.

What this means, I read, is that one brick costs more than a three-bedroom house with a swimming pool did in 1990.

Traffic is no longer a common sight on roads. Telephones don't work. Power is out. Factory stacks spew no smoke.

You don't hear much about it because foreign journalists are routinely refused permission to venture there.

Like Castro in Cuba or Saddam in Iraq, "Comrade" Mugabe's photo looks down on the whole mess through his gold glasses in framed photographs in every bare-shelved store, gas station, hotel reception area and government office.

He commands the front page of every newspaper to rail about the West plotting "monkey business" against his country.

In an interview on his 83rd birthday, Mugabe said, "Some people say I am a dictator. My own people say I am handsome."

So he's delusional, too, cooped up in his 25-bedroom villa in the capital Harare with Italian-marble bathrooms and roof tiles from Shanghai.

Since 2000, Mugabe has encouraged mobs to invade farms owned by the remaining tens of thousands of white residents, who back his opposition.

He stokes the paranoia that Britain and the United States are bent on recolonizing Zimbabwe. He wants people to fear him more than hate him, and hate themselves most of all.

The ruling party, Zanu-PF, has already endorsed him as its candidate for the 2008 presidential election.
